I'd start by going to places like Panache and talking to someone there about what you need. They generally can tell you right off the hop if you are "model" material or recommend a place to start. If you are nervous, say it is for a high school project on careers. :D
Otherwise, Winnipeg tends to get models thru who you know. Volunteering at places like Big Brothers/Big Sisters and getting to know people can help. WInnipeg is very much a "networking" city for a lot of things.
Superstore does local models, as does Walmart. As another person answering said, contests like the ones at The Beach, Tijuana Club etc get you exposure. Or, try out for the Blue Brigade, many of those girls model too.
Watch out for imposters though...and ALWAYS take a second person with you to a shoot. There are sickos that prey on pretty girl's dreams. There are always the ads that say "Come to be a model or extra! pay your own way...". Watch out for them.
I also know of someone who e-mailed Tyra Banks and asked her advice, and actually got a reply back!

ok i live in winnipeg, I have friends who model.
you usually need a portfolio and pictures can cost hundreads of dollars. check the newspapers they are always looking for models. Even wal-mart and superstore and places like that are looking for models. Its a great way to get started. sometimes bars like TYC and mardi gras (the big bars) they have contests.
You just gotta look around.
