If they left even one tiny branch...even an inch of green branch,
The tree can live. it would have a healthy root system,for sure.
20 feet...well it would take at least 8 years maybe more and even then you would have to tie the little newborn branch straight up to a strong post to coax it into growing upward.truthfully it would be sort of an eyesore ! best to replant her unless she is of sentimental value.

Depends on what kind of tree it is.

Some will send out suckers from the stump and you can train up one of the suckers to replace the original. Other types of trees that don't sucker, are toast. It will take a single sucker about the same amount of time to reach the original trees height that it took the original to get there.

1.do you know what type of tree you have got?!
2. prune the tree, not cut the whole treedown.
3.take out the lowest branches and trim a third =seven feet off the
top
4.to answer your question how old is the tree.

depends on what kind of tree ,poplurs will grow new sprouts so will sweet gums.they will fast the first couple of years and slow down to a normal growth after that.

it would never grow back it would eventually rot and become compost

It won't grow back. it is finished, dead, whacked, and rootless.
