Kindergarten Classes would work, as long as the magazines weren't Cosmopolitan or anything with risque topics/pics.
The other option is Girl Scout groups, those kinds of things. They use crafts and such quite often.
I think they would be best used in a place where they could be read. English as a Second Language programs probably need all sorts of simple reading material. Just call the offices of all these places in the phone book and ask if you can drop them off sometime. If these places can't use them they probably can send you to somewhere that can. Good Luck!!!

If you are a beginner or have done some woodworking you will find these plans easy-to-follow as the instructions are very clearly written https://tr.im/GuideToWoodworking
The woodworking plans are straightforward so they are not complicated at all. Even if you are a total newcomer to woodworking you will simply be able to master all the techniques that are needed and the woodworking skills very quickly by following the concise and clear instructions.
Another thing which is so great about these woodworking plans is that there have been some videos included and there are some to guide you in how to build benches home furniture dog houses bird feeders sheds and much much more.

If they're older, probably no one would want them. If you want to deliver the month's magazines right after reading them, nursing/retirement homes a hospital or beauty salons might be interested.
You could also check with state offices (welfare, social security, etc) and see if they have a waiting area that might use them, as long as you take responsibility for getting rid of the old ones.

Libraries, schools, depending on what type your talking about also. I just donated 2 big boxes of woodworking magazines to the wood shop at my moms retirement center. They were very happy to get them. Some were about 15 years old, but the articles were still great and very informative.

There are many ways to share your magazines. If you want them to go to the school, you could ask a teacher(if you know one)or call the school, and tell them you have them and thought the art teacher could use them.
Also, nursing homes like them. Some libraries, take them and have them out for others to take.
Most any thrift store, will take them.
Also a nice thing to do , is to see if any of your neighbors might like them. I have a neighbor who brings me hers , and I love it, then I take them to a Doctors office ... so they continue to get passed on. Not only is it environmentally sound its, just a nice thing to do.
That's great you want to share them.

I think a local high school would be your best bet. Not only could the art department use them, but also Home Ec, (we had a closet full of mags in our home ec class in high school for our interior design class) Other classes such as History may find goog use in some of your mags. If nothing else, have a yard sale one day and put them in a box with "FREE" written on the front. Someone WILL take them!

Does it say that the "Alleged" Petrol bombs were thrown by Muslims ?? No it does not, The paper is a satirical publication that has many enemies. Look at this - [from the Article] ==> 2The offices of the French satirical magazine Charlie Hebdo have been burned out in a petrol-bomb attack after a special Arab spring edition entitled "Sharia Hebdo" featured a cartoon of the prophet Muhammad on the cover as "guest editor". At around 1am the offices were gutted after a petrol bomb was thrown into a window and set light to the computer system, blowing out windows and burning most of the office contents. The fire happened before the "sharia" edition was to hit news stands on Wednesday morning ..."" CONTRADICTION ,, It says both AFTER the Edition and Before the edition was to be issued. [="Oops!"=]

A local daycare would love them. Like you said for collages or sometimes I have my toddler classroom just have a paper fight with old magazines or newspapers. They love it I take the magazine and tear out a page and crumple it up and throw it at them then they play with it. Good luck hope you find a good use for them.

Ask teachers first! Send a note and give them what they specifically ask for. Try, also, your public library, homeless shelters, women's shelters. Perhaps there is a struggling take-out restaurant in your town. Maybe they have a magazine rack.
