Looking at the link given by tlbs101, I see that construction started in 1998. Of course, it is still being constructed, and should be complete by 2010. But that complete station is smaller than originally planned. Some components that are already built and waiting on the ground to be launched will never be launched and integrated into the space station, because of budget cuts.

It's not done, yet, so technically that 'when' is in the future.
