Two methods:

You pay for the service, and have the link added as a sponsored link.

Secondly wait for a google bot (etc) to locate the site. Making:

A lot of traffic
Recent updates
Popularity
Many hyper links increases the chance of being found.

Yahoo have a service to add the site manually for free via the help central pages here:
http://uk.search.yahoo.com/freesubmit/submit
