The people.

They tollerate the corruption by their government. Since India is a democracy they are to blame.

The corruption is largely the result of a system of laws that is hostile to business. Therefore to do business it is necessary to get around the laws and red tape through bribes.

As for who is worse beaurocrats or politicians. Both are to blame and for many the line is unclear as to who the bribes are going to (often the bribe to the politician involves a cut to the beaurocrat and visa versa).

I think it's the RBI
RBI should stop minting and give the minting rights to every press and household in India. Then corruption will be a part of Indian history..ha.ha.ha...
