You could try uninstalling it.
Control panel > Add Remove Programs
It should be in the list.

Right click the Safeguard icon in Taskbar at bottom right of screen. Select exit or close.

is it a BIOS safe guard? if it is you have to change your CMOS settings, windows safeguards, you have to uninstall, command prompt style probably, or if you have a password on your BIOS, just flip the switch on the back of the PC, regulating the current control and cleaing out sys mem on the BIOS/CMOS chip.
