Without vodka --is there a substaute

Just buy it. No use and wasting ur time and money buying supplies and the perfume doesnt turn out the way you want when u can just buy it.

There are other solvents that flower oils can be dissolved into, but none are completely odorless. Most other solvents have some nasty odor to them, and you sure don't want that in perfume.

I suppose you could try Methanol, instead of Ethanol (40% in vodka)

Petroleum is used in perfume because it's NOT a regulated industry. It's just like putting gasoline on your skin, so it can seep inside. NO NOT USE IT. Don't say that nobody warned you!
