Well, it really depends on what kind of party you are going to. If it's one of your family members then, probably a dress but if a friends, then a skirt or nice pants.

Depends on the party.
Is it a crowd of 20 and 30 somethings at night at a bar? Then you can go a little more glam. A nice straight-leg, dark-wash jean and a classy haulter or tank top in a jewel tone that compliments your skin is great. Add one piece of fashion jewlery (H&M, JC Penney and Forever 21 all have inexpensive, trendy fashion jewlery). Black pumps, or a strappy metallic sandal would work well, too.
For a day party of 20-30 somethings, go with a cute skirt and top.
If this is a kid's party, stick with something more traditional, but still dress your age. A cute sundress would be great with a nice strappy sandal or wedge (wedges are very in right now).

It all depends on where the party is being held. If the party is very formal, you would defintely need a dress.
At a restaurant, a skirt would do!

if it is a party with only adolecents or whatever in a rock ambiance, a mini skirt would suit best else a dress

i would wear a cute denim mini skirt....but not to short
