I think it's important to know what makeup items should be high quality and what don't make as big a difference if money is a factor (then I'll get to how to get the good stuff cheap lol).

I was professionally trained by a makeup artist years ago. It's my feeling that I can create a great looking face while using lower priced eyeshadow, lipstick, and if you are careful blush. There's one or two mascara's that do ok if need be, but a good Lancome one makes a major difference IMHO. Makeup foundation that is not good quality will not only ruin the entire look, but affect how well your makeup wears as the day goes on.

So how to do this on a budget? My first suggestion is seeing if there are any factory outlet stores near you. I was flat on my back for awhile, and when I was getting back to living money was tight and I just couldn't justify over $30 for the Borghese foundation that is my favorite. I tried a few from the drugstore and I looked like death warmed over. Thank goodness I thought to try the outlets. I hit massive paydirt at the Lancome-Designer Cosmetic Outlet. They carry a few brands and they were having a clearance on Biotherm foundation. The regular store price was $23, but I got it cheaper than the cheapest one in any drug store!!! First they were about $5 then they had a one day sale for less than that. I found a great color and bought a lot. They always have clearance things. I found the same Lancome blush I like that retails for $27 for $10. It is a good size that lasts about half a year. I have found very similar stuff across the board there, although it's hit and miss with colors. But that's where I'd suggest starting. And there are several similar outlets so I'd check out anything I have access to.

Here's a great tip but you'll have to wait until next Xmas. All over the place there are gift combo's that have huge amounts of product in it....so many it's like having a tester in your house. A dozen or so eyeshadows, 5 blushes, several powders, lipsticks, glosses, nailpolishes etc. Funny but I found the quality in the CVS one to be better than the dept store one. And talk about a deal. The box I liked most had lovely colors and was $9.99. They almost always have them left at the half off sale after the holiday and this year I hit paydirt and got 2 at 90% off!!! And they look lovely on. Most important is learning how to put on makeup well.

Just be careful with blush because sometimes cheap blush is hard to blend and looks like 2 colored circles..not a good look! And having good brushes to put makeup on with, especially blush, makes a HUGE difference in how good it looks.

So back to my suggestions. Number one is looking at outlets for good name stuff cheap. Then I'd look online for discount cosmetic sites. I know there are some good ones. And yes sometimes Ebay can be a good option, but I'd be careful because a lot of times the makeup is old and not in great shape. I bought an Estee Lauder lipgloss they discontinued that I adored, got it from 2 sellers no less, and both were smelly and not in fresh shape. They were usable (except for one) but icky. So be sure to read feedback and know if a certain makeup is very old. I've seen compacts on there that I know they haven't made in like 5 years. EWWWWW.

And some drug store stuff is ok, but be careful because I find a lot of the stuff is no longer cheap and is much smaller size so you aren't really getting a bargain. But at least they have good sales sometimes. And if you are in a state that has a Christmas Tree Shop (the chain, if you don't know what I mean you sadly probably don't have one..it's the bestest store in the whole wide world IMHO). Anyway if you can get to one they don't have a huge makeup section but always have some, and you I can often get a great lipstick for a buck there, drug store names. And if you are younger they always have the new fad stuff. If you are not sure they have a web site at christmastreeshops.com and you can see..they are expanding but still mostly northeast.

One more tip is to check out some of the tv shopping network makeup. For example Adrien Arpel has her Signature Club A stuff on HSN, and some of it is really nice. And if you can hit one of her full sets when it is either a special or on sale you can get some nice stuff. I got a set of her Italian pressed powders that included eye, blush, finishing, bronzing and some other stuff. It was really nice and well worth the money. Lately she has been gearing her stuff to an older crowd but some stuff is for all ages...you can always check their web at hsn.com.

Hope this helped! PHEW this was long lolol

Mascaras, eyeliners and lip glosses are generally okay to buy at the drug store. (L'Oreal and Maybelline make good mascaras. Revlon Super Lustrous Lip Gloss is great.)

Foundation is easier to choose at dept. stores or boutiques because you can try it out but L'Oreal 's True Match is a good drugstore brand.

Eye shadows, blushes, and lipsticks can go either way. It all depends on how good you are at judging how a color will look on you. (Revlon and Almay for eye shadows and blushes.)

For some ratings of makeup brands I refer to these 2 sites:
www.cosmeticscop.com - This site also has instructions for applying makeup.

www.makeupalley.com

The beauty school section of www.sephora.com has a section of different looks with instructions and the products needed to achieve them.

Sephora stores are a really good place to check out products. They carry a lot of different brands and offer testers. Also, the salespeople are not tied to one brand or 1 counter so you can ask them what they recommend from each line.

I like Avon. It is good and cheap, but the liquid liners I am not fond of. Go to youravon.com to find a rep. near you.
