It sounds more like a short in a wire. Maybe in your steering column.

You evidently have a short circuit somewhere in the dash wiring. It probably drained your battery, causing the need for the jump. The short is somewhere in the directional system, as that's the system causing the flicker each time you use it. I'd get the thing checked as soon as possible, rather than risk a short circuit and possibly a fire.
And remember -- if your dashboard lights go out completely, be sure to check that your taillights are working. Many electrical systems have the taillights wired into the dash power system. This warns you if the taillights short out. Too many younger drivers are unaware of this and wind up driving around with no rear lights and no dash lights.
