Just off the top of my head, I'm thinking it could be a memory issue. I've seen this happen before on a computer with bad memory (RAM) sticks.
How old is your computer? What kind is it (make and model)?

The 'send error report or dont send' is a error caught by the operating system. Its trying to send information to Microsoft and analyse what went wrong.
You can use the option to open a Explorer window which will
go to the site with the error code and more often than not will tell you why you are getting the error

when any windows operating system is installed every now and again(a bit more in your case, sorry)errors occur
this can be for several reasons, hardware, software, memory, you would go ad trying to work out,but in my experience its normally a software vs operating system problem
for example you could install a game that needs to run complicated graphics but the version of direct x installed is missing a dll(dynamic link libary) or a missing file, this will throw up a error and also a error report, these reports are sent back to microsoft(upon users permission) and these error reports are then anylyzed by techheads at microsoft and if a solution is found it will be sent in the form of a windows update
error reports can be very annoying but you can turn them off by going right click my computer>advanced>error reporting>turn off,but inform me of critical erors
every one will get error reports, sometimes 2 or 3 a week, but turning them off will stop the error reports but not the errors, you just wont know when ones happened
so a alternative error checker should be installed,i use a excellent program called "advanced windowscare personal" from http://www.iobit.com/,this will also scan for spyware and registry errors,a main cause of some major errors,it also cleans up the temporary folder, which can free up some needed space
dont worry about turning off error reporting,i turn it off by default when i first install windows xp
i hope this has helped
good luck
