Pentium 4 is a type of processor. The speed can vary depending on which one you get. Usually you can look at the top of the processor; Or, if you're not looking at the processor, just hit the Windows key + R to bring up the run dialog, and run dxdiag. Once that loads, you should see a text tag that says "Processor" that will list the processor type and the speed.

The P4s actually span from 1.3 to 3.8 Ghz. Core 2 Duo (the family after the P4) spans a different range, but offers better peformance than the other chips from the P4 family.

It depends on which P4. If I had to guess I'd say around 3 GHZ make sure and get one with HT I had one and it was awesome. Now, I have an AMD Athlon X2 5400. It rocks!!! Way better than my old P4.

Also, open the start menu. Right click on My Computer. Choose properties. You will see the speed of the processor on the General tab.
