Most laboriously you could learn and write your own websites in notepad :)) Or.. (reccomended) try a site such as piczo. Either way you need host to host your website, otherwise it would not exist upon the internet :)

The Yahoo search below turned about 178 Million hits :-) Of course I would stick with one of the big names like Yahoo, Geo-cities, etc. Also check with your ISP, you may already have web space that you are not using.

in terms of design the best package is dreamweaver - but there are also lots of free ones out there.
