I would go to businesses that would use CAD (architects, engineers) and inform them of the services you could offer and your rates and contact info.

I've worked at 2 architectural firms..one large and one small. I also worked for a cast stone manufacturing company. All three companies hire their own drafters. In the case of the large architectural firm I worked for they also had a department that specialized in 3D models. The cast stone company I worked for had their own drafters but they also hired outside contract help who worked from their own homes on the smaller projects so the in-house drafters could focus on the larger projects.
If you want to have your own company I suggest starting out doing contract work for various companies. More often than not the business seeking contract help are usually engineering firms or companies that manufacture a specialized product like the cast stone company I worked for. Before you have a consulting business you will need to have a portfolio of samples of your work built up so potential clients can see the quality of work that you do.
Honestly, I think you will have a very rough time trying to make a consulting business. Me and some classmates tried to start a consulting business. We had to fold after 3 months because every local firm we contacted had their own drafting staff therefore the services of our company were not needed.

Find at least one company interested in using your services. Being a consultant is selling yourself and expertise, just like when applying for a job only more difficult.
You need to answer the question "why should the company use my services over their existing employees or other consultants?"

Also as mentioned, you may want to consider offering architectural CAD services as it's much easier to find clients looking for someone to draft prints for say a kitchen remodeling project.

if you dont mind i would really suggest you to work under a firm where you will be recognised and paid for your work, later when you have business ideas and client engagement skills.. surelly you can go ahead and come up with your own office
