First, explain what you would consider desirable in a country. There are 3rd world countries where people are content with what they have- I know quite a few who do have the option to live in the west but refuse to- and there are miserable people in supposedly great countries. So tell us what you're looking for.
I would not recommend Mogadishu then...I imagine even Baghdad is better if you know where to go - and if you desperately need health care, you can go to the green zone.

It depends on personal likes and dislikes.
Personally, I think living in ANY Middle Eastern country would be horrendous. Being female and having lived in a Middle Eastern country, I was NOT impressed, I hate double-standards of any kind.
So, that said, it depends on the readers personal biases.

I agree with whoever posted north korea, I can't think of a more repressive country on earth. The poorest people are literally starving to death while Kim Jung Il seems to have money to spend on wine, babes and nukes. And he's managed to out-gulag stalin.

I would have to agree with everyone else who said Iraq. Think about it, education-wise, it's not so pretty either. A young girl/boy waking up everyday going to school, and worrying about if they will come home to see their parents or not.
