I want to be able to upload and download at will, jpegs, mpegs, and mp3, while others could come to view and buy ot if they like it.

Unless you have paid for the rights to sell/distribute all of those files, I would re-think that idea. Downloading music and trying to sell it is a dangerous business and you will be caught. To set up a legit site that does that would cost thousands and thousands of dollars in licensing and royalty fees.

You would need to know a LOT about programming to start up a site like the Apple Music Store.
You would also need to know a LOT about business and have a great legal team.
