in maricopa county az.websites say they're free, but once input info they ask you to pick a "package" (which charges $$). PLEASE HELP!!!!

You must have a LEGAL reason to obtain motor vehicle data (e.g., you were the victim of a hit-and-run). Vehicle records are private, and are protected by the Drivers Privacy Protection Act. If you don't have a legitimate reason to know a vehicle owner's name, mind your own business!
