From Int. Exp:

click Tools
Internet Options
click the "Content" tab
click "enable"
move the slider to 0

Or try parental control software:

The best way is to get a 3rd party software specifically for internet babysitting. Net Nanny is one I used for years when my kids were younger. It worked great! I would highly recommend it.

Changing the settings in IE are really useless, as anyone can change them back. If you turn on the parental controls, it's based on every website having complied with some sort of ratings standards...most of them haven't so it will block 99% of all the websites out there.

There are several programs (like cybernanny) that will do that.

You can also use the content settings to reduce the sites they can reach.

Open IE and select Tools then Internet Options
Click on the Contents tab
You will see a slide bar that you can use to set nudity, language, and other content levels. (Note that is only blocks sites that have registered their content. Many porn sites do not, so it is only so-so at blocking sites)
Finally be sure to set a supervisor password, otherwise anyone can go in and slide the bar to allow anything.
