There are many softwares/ tools available for Web page designing as answered above. The one I use is Dreamweaver from Macromedia[Adobe]. As a starter, one can use the predefined Template/s provided and create a web page/s.

HTML docunents can be opened in many applications including Notepad. Allowing nearly everyone to create webpages by entering the HTML code.
