its called bid sniping. there a programs that can automate it.
they sync up with the clock ebay uses. and then post a bid within 2-3 seconds of the end of the auction. its very annoying but hey, if you cant beat em, join em ;)

Do your research and decide what is the highest price that makes sense for you. Then use the Maximum Bid Amount option and put in the most you are willing to pay for that item. EBay will automatically keep raising your bid to keep you the winner uptil your maximum amount. This way if someone bids at the last minute, you don't have to be sitting there looking at the auction. This not only protects your bids but also keeps you for overbidding in the heat of the moment. I ALWAYS use this option and if I lose I figure the other guy overpaid :)

There are many sniping website out there and some of them give you like 15 snipes for free. After that it just charges you a percent of what you pay for the item, it is usally not a bad deal and it really a good choice if you want to get things cheap and fast.

because I can submit a bid at 3 seconds and my cable internet beats your dial up or dsl 10 second bid
