Big Brother (aka an all-knowing, all-controlling, unnamed Government) existed first in George Orwell's 1949 novel, "1984." The novel is an attempt to construct an absurd world where individuals' lives are constantly watched and their private lives completely invaded and controlled. Individual's words, actions and even their thoughts are censored by Big Brother. I think the novel was meant to be applied to any country, though the novel is set in London, which in the book is part of a country called "Oceania." When someone says, "Big Brother is watching you," they mean that a totalitarian-esque government is spying on your little world, invading your privacy, and entering aspects of your life it should not enter, in order to oppress and control you without you even knowing you're being controlled. For example, in the novel, individuals are only allowed to engage in sexual relations for the purpose of procreation--they're not allowed to enjoy it--and you can bet Big Brother is watching to enforce the mandate. Today, Big Brother has become synonymous with any entity controlling from above with the power to spy and censor and oppress. In our world where fears of terrorism push us to allow government oversight into our personal lives (Patriot Act comes to mind: spying on our communication, forcing private records open, and watching our every move) makes me wonder if Orwell's unimaginable world might just be coming to fruition...
