No. You can't reduce fat on just one part of your body. You can remove fat by getting exercise and eating right.

Excercises just strengthen the muscle underneath, making it tighter...but it won't reduce the amount of fat you have.

pull-ups with your arms? how will exercising your arms reduce your hips? you have to do leg exercises for that.
