Cover letters are usually a little easier to send in the body than resumes due to formatting, however, I'd lean towards an attachment.
Think about how you would want it to be shown to the potential interviewers/employers. Do you want it printed from an email? Or from the layout that you made in the document? I know I'd prefer the letter format so I'd say attach it.

Send the cover letter in the body of the e-mail. If you send it as an attachment, the receiver is going to have to save it on the hard drive to open and read it. It takes 10 seconds longer to do that, and some employers are just not in the mood to download anything. And some companies don't like to open attachments because computer viruses are often sent through attachments.

u can do both
if u have other attachements, then make it email and attach other docments
and if u have only this cover letter to send, then attach it.
also some times ppl mind downloading attachment from unknown source, so u can make it email matter.
+ dont use HTML tags, coz sometimes the setting out when it sent. so it look bad from the receiver's end

The person that gets the email may not be the person (or the only person) that will read the resume and coverletter. Send as separate attachments so that whoever it is can print them both for the reviewers to read as hardcopy

Send it in the body.
Make it concise & compelling - don't tell me your life's story. All you are trying to do is give me a reason to open your resume!
And make sure you proof read it (or have a friend read it!) There is little worse than a really strong resume with a lousy cover letter (yes, recruiters do joke "This person isn't good, I wonder if I can find out who wrote their resume for them?")
