Just upload the file to your server (or to the web host company's server) and add a link from your webpage. For example, if you upload a file called "testFile.stuff"...
add a link CLICK HERE TO DOWNLOAD testFile.stuff

When the user clicks on the link, the user's browser will download it.
Just make sure you have the correct paths to the file. In the example above, the webpage with the link adn the file are located in the same directory.

The most basic way is to use your filemanager to upload the file to your host. Then, on a web page add a reference to it.

In most cases you'd add an anchor (link) which the user can click

In some cases such as .wav files, clicking the link will cause it to be loaded in their media player. For these you may wish to specify that they right-click on the name and save it to their harddrive.

Assuming that you don't have your own server, there are plenty of free file hosting sites that you upload your file to their server and you can obtain the URL of that file by right clicking on it and checking its properties and copying the URL. A good host would be:

https://plus.xdrive.com/XDRequestDispatcher

You get 5 GB of space and to my knowledge unlimited bandwidth. Give it a shot, I hope this helps.
