I have 2 different $20 bill halves and I went to the bank and the told me that t hey can not give me a whole bill in return, because the bill has the same serial number in both (left & right) sides in the front, therefore there is a chance that somebody has the other half.

Contact you local federal reserve... However, if the bill has a full serial number on it the bank should give you a new bill. You can send it in to your fed reserve and they will do the same. The ripped bill will be destroyed weather it is submitted by you or your bank.

Bureau of Engraving and Printing is where U.S. money is made. Also manufactured here are the majority of the postage stamps. On there site is a "Contact Us" section. I hope this helps

But they won't be able to help you. Unless you find the matching halves, I'm afraid you're out of luck.
