You ARE right. you bought 3 1/6 yards. At 25 cents that DOES come out to about 79+ cents, but remember that some places have a minumum amount they will sell. That may be half a yard which would make your purchase 88 cents (75 cents for 3 yards + 12.5 for extra half yard). Sp 90 souds about right. They may have also just rounded off. Another thing to consider is tax.
80 cents after tax comes out to ALMOST 90 cents. So take a really good look at your receit and let us know the total with and without tax. If its a homebrew Mom-and-Pop spot anything goes.
Some place would have charged a whole dollar becuase they would have charged for 4 yards. It depends on where you buy though.

You bought a total of 3 yards plus 1/6 yards. This is 19/6 yards. Multiplying by the unit cost of .25/yard you get:
Cost = (19/6)(1/4) = 19/24 ~ 0.80.
So 80 cents is the correct charge before any taxes that may have been applied.

Yes, you've been overcharged. It should have been 25 x (3 + 6/39) = 78 cents.
But they may well charge more for an incomplete yard. If you bought only 6 inches, would you expect them to charge 4 cents ?

No, it's 75 cents for the fabric, and the 6 inches is less than a quarter of a yard, so I say they're about right.
