contact e-bay customer services and let them deal with it. I had a similar problem, and e-bays customer services were great. xx

As a ebay buyer and seller, (no it was not from me)
What ever you do is send by trackable means - any good seller would refund all the money to you and the postage cost for sending the item back.
If you feel this ebayer is going to mess you about,
What you should do is open a Not as described, then when pay pal tell you to, send it back by trackable means, as they will want any tracking numbers, and when they are satified they will credit your account.
Good luck with this, bad ebayers are giving the good ebayers a bad name.
# Also do not let anyone collect the watch, as you will not have the proof to give to ebay.
As you paid by pay pal you will be covered, do you know if the seller has a blue shield ? As it will cover you more.

send it back by recorded delivery - thats the only way to make sure it gets there and can be traced if not. if its less than 60 days you can open up a dispute with paypal (if thats how you paid). send it back ASAP if its less than the 60 days, seller might want to delay so you cant open up a dispute - that happened to me - after lots of polite emails like 'oh i thought i had posted it', 'i'll send it today' etc etc. the time for lodging a dispute was up.
you can also complain to ebay that the item was not as described.
good luck.

open an "item significantly not as described" dispute through paypal (do it off your paypal page)
this will cause paypal to block the payment until a resolution has been found. (ie he doesn't get your cash)
If you send the item back make sure it is sent recorded delivery and then track it through the post office website.
if you are still not happy you can even escalate the paypal dispute up to a claim (which will be a pain to the seller)
If in doubt go to the paypal help pages

Firstly how did you pay for it? If through paypal then raise a dispute with them, if it was a cheque its more difficult.
If you do decide to send it back (and paypal will ask you to) then make sure you send it by recorded delivery and keep the receipt. You can track the item online and find out when it has been recieved and signed for.

I assume if you use Paypal you funded the payment from your credit card? If so, contact your credit card company as there is probably an insurance you can call on.
Also make sure Paypal and e-bay are informed of the dispute.

Sounds like your the one being an ***. If it doenst work, return it. Just like buying something at a store. Do you call the store and argue with them over who is at fault and say your not giving it back and you want your money?
Send the damn watch back and grow up.

Send it recorded delivery, they will have to sign for it. You usually have to cover the cost for returns.
