Which is best at solving the underlying problem?

I really only see one answer here. Before you can change the education requirements/system, you need to change policy. Policy changes are legal changes. Therefore, you need to start with the law. Once the effective policy has been enacted, the law steps aside and the education system steps in. They work hand in hand, but have different roles.

Doesn't matter how many laws you right they still get broken. And if you look at the areas where crime is the worst, typically the educational system is broken as well.

Higher education is the ultimate answer to any and every problem.
There are thousands of laws on the book already.....and look at the society we live in.

No they cannot enforce the old laws,the courts are overwhelmed already. What is really needed is the return to respect everyones differences and GOOD MANNERS these can be taught,and should be.

what underlying problem.... laws cannot replace education.....how can a child learn to write and read with just new laws and legislation.........
