No, it is not because it can be reversed back which it is ice to water, or vapour to water so that disqualifies it as a chemical hence it is a compound. No new substance is found which is a characteristic of compounds.

yes...chemicals is an improper name for noxious substances....but they really are chemical substances, made of atoms and molecules so, water is a chemical, 2 atoms of hydrogen and one of oxygen
