I'm not sure how you spell it, but it sounds like Koofa-Ray. It was in the same style as Uno, where players take turns playing cards. I know some of the cards were called Flat Tire, Stop Signs, I think there were Traffic Lights. It was like you were driving and other players try to stop your progress. I don't really remember much because I was probably 10 years old when I last played it. I tried to search ebay, but I don't know how to spell it. If this sounds familiar to anyone, please let me know. Thanks in advance.

Try a vintage game site and ask the shop if they have ever come across a game as you described. A site like Uncles Games: http://www.unclesgames.com, which specializes in older games may have the answer you are looking for. Good Luck!
