I asked the same thing about my monthly rent.

If I move in three days before the first month, they prorate it so I have to pay for those three days. But they get 1-3 days in February, where they can charge me for 31 days when I was only there for 28. WHAT'S THE DEAL WITH THAT???????

Honestly, I think for the most part they take the total amount and divide it over the course of a year, then divide it by 12. For example, they'll decide a yearly pass (365 days) is worth 200 dollars. Then they divide 200 by 12, so the monthly payment is $16.67.

On Leap Year, you get a freebie.

I see that you are under the assumption that the bus system was created for the benefit and concern of the people.
They are only concerned with the profits and not the people using the system.
