I use NotePad++, it's free, but you need to know HTML. If you are looking for a WYSIWYG editor like Dreamweaver or FrontPage, try NVU, it's free and works very nicely.

It's not free, but you may already have it. You can use the drawing capabilities that come with Microsoft Office to do a reasonable job of creating graphics. I'd use Microsoft Word or Microsoft PowerPoint as the document type although you could do it in Excel or any other Office product. You will be surprised by the capabilities of this basic drawing program. (Just turn on the drawing toolbar.)

If you can spend some money, I'd highly recommend any of the releases of Visio (now Microsoft Visio). If you search, you will find outstanding templates. Perhaps if money is a concern, you might buy an older version (second hand). Visio 3.0 or better will give you an outstanding result.

for windows/linux/OSX I think NVu is a very good free option but the best free html editing program has to be Quanta for linux
