Your flapper valve inside the tank is probably stuck open. You've tried jiggling the flush handle I suppose with no success. Lift the lid off your tank. Follow the flush handle inside the tank until it comes to a chain. The flapper valve is at the other end of the chain. See what it is hung up on and gently free it.
By the way, since the water is running, your bowl is getting some water flow into it, so you could pee and it would slowly be rinsed out of the bowl. However, if you would have to do a #2, you would need to fill a bucket and pour that into the bowl to flush it down. Just a tip in case you find yourself in this predicament again.

sounds like the flapper is not sealing completely.
(attached to the chain at the end of the flush lever inside the tank)
The water is running into the tank to fill it, but since the seal isnt complete, its just running out to the waste pipe.
Its a pretty simple fix for less than $10.00.

take off the top cover on back. look in bottom af tank. should be a rubber flapper that is supposed to flop back down flat when you flush. just make sure it covers the hole
