To float you need to have less density than the stuff you are floating on.

In the case of a boat – the weight of the boat is divided by the hollow spot in the water (displacement) created by the floating boat. If that density is less than 1 g/ml the boat floats on water, if that density is greater than 1 g/ml the boat sinks.

Of course it goes without saying that your floaty substance should not dissolve in your fluid. Cotton candy does float, but not for very long.

There are actually rocks (Pumice) with a density less than water – they float.
