Why would you think its a leap year? Leap years are all years that are divisible by 4 (except every 4th century- more detail than you need right now).
Since 2007 is not divisible by 4, its not a leap year.
But next year is.

Only years divisible by four can be leap years.
The next four-divisible year that will not be a leap year is 2100, under the rules of the Gregorian calendar.
