I would say between 8 and 11 pm their local time for personal use but since most workplaces are Internet based in terms of communications I would say that the greatest usage is during business hours and most people log on at about 8:30 their local time. Great question.

for me, no particular time though things seem to rock more at night. I would guess that most Americans are off-line between 2 and 6 AM whatever time zone they're in.
