Least Developed Countries (LDCs or Fourth World countries) are countries which according to the United Nations exhibit the lowest indicators of socioeconomic development, with the lowest Human Development Index ratings of all countries in the world. A country is classified as a Least Developed Country if it meets three criteria [1] based on:
1. low-income (three-year average GNI per capita of less than US $750, which must exceed $900 to leave the list)
2. human resource weakness (based on indicators of nutrition, health, education and adult literacy)
3. economic vulnerability (based on instability of agricultural production, instability of exports of goods and services, economic importance of non-traditional activities, merchandise export concentration, and handicap of economic smallness, and the percentage of population displaced by natural disasters)

Haiti is classified as a 4th world country (the only one in the western hemisphere). I lived in Haiti for 2 years, and believe me, it has earned its ranking as a 4th world country and the western hemisphere's poorest nation. Most people live on less than $1 american a day. In some of the poorer areas I have seen people who mix mud/clay with lard and dry it in the sun into cakes that they sell and eat. No kidding.

There has been a move to re-classify the levels of development as "Developing" or "Developed" countries for politically correct reasons. It is easier to have diplomatic relations with a country when you call them "Developing" instead of 3 rd. or 4 th. world. Australia, Western Europe, South Korea, Singapore, Communist China, USA and Canada are 1st World Countries. They have modern technology, medicine, education and it is available to the citizens of those countries. Technology includes things like housing, transportation, etc. 2 nd world countries are places like Costa Rico, Philippines and many South American countries and African Countries where much of the technology, medicine and education is available, but not as much as in 1st world countries. 3 rd world countries are where there are limited opportunities to all three of the standards that make a 1st world country. 4 th. world countries are where the standards listed simply don't exist. Tribal or nomadic living conditions exist with out any modern technology, medicine or education is available. America will become a third world country because the Big Corporations have removed 1.5 Trillion dollars from the American Economy instead of re-investing in America. When the living standard drops to third world levels and people work for third world wages, the Corporations will again invest in America.
