In some usages, ringing the bell means to remember, but it doesn't apply here. (i.e. That name rings a bell=i have heard that name before somewhere.)

Traditionally, the town crier rang the bell (It's ten o'clock and all is well)--though in some locations he didn't physically ring a bell, he just called it out. Bells symbolized the passing of the hours (like the ringing of Big Ben) or called individuals to church. Especially in old town communities, the churchbell ringing would call everyone in hearing distance; and that meant there was some kind of immediate emergency, or some planned event.

Hence, if you are a leader in ringing the bell, you are quick to inform the community.

Consistency doesn't make sense though. Consistency is either thickness or texture (as in the gooey consistency of the pudding.)

Perhaps you mean consistently? That extends the meaning of the sentence.

We were the leaders in ringing the bell consistently...
would mean
We are the first to sound the alarm when there are problems.

Who would say something like this? It could be ANY kind of "watchdog" group, like EWG (Environmental Working Group) or Consumer Reports.

Beware most watchdog groups. While technically they might provide an alternative point of view, usually they usually have a political agenda.
