I have a Toshiba, and sometimes the built-in "mouse" seems to take control from me. It gets jumpy, and doesn't want to obey when I try to move the arrow around. And then suddenly, it will correct. What's wrong?

that is a common problem with nearly all laptops. It is virtually unfixable, though, so you're probably best off to go to your local Jewel Osco and purchase one of those laptop mice to your computer. They're dirt cheap, too.

It has a "short" in it. One of the most common hardware problems with all brands of laptops. You will need to have it replaced by a professional. (Usually you can not purchase the part to replace it yourself. They do not want you opening the laptop case to do it, and damaging something inside.)

You can also go into the Control Panel and disable the build in mouse and then use an external one instead. A lot cheaper.

mine did that and I turned down the sensitivity, and it seems to work much better.....
