A USB to RCA adaptor would do you not good, as your video does not come out of the USB port. It is not attached to your vdeo card. If you PC does not have an RCA or S-Video output port on its video card, then you will need to purchase a new video card which includes an RCA output port.

You can also consider a video card which includes a TV Tuner and capture software. That would allow you to also input video to your computer (for editing, etc) and to watch TV using your computer.

Note that the video card will only output video, not sound. You will also need to connect a cable from the PC's speaker jack to the TV to have audio.
