How can I get a discount on plants and how would I go about selling them besides a farmers market?

Set up an LLC, get a tax exemption certificate, then you can contact wholesale nurseries. You will have to buy in bulk quantities, 100 + plants at a time. Put together a COGS forecast, (Cost Of Goods Sold - your overhead) in order to price your baskets and figure your profit. You'll have to report sales tax monthly. You can offer them to grocery stores, convenience stores, all sorts of places. Will require a lot of research, contacting people and leg work delivering. Good Luck.

I was told in order to sell hanging baskets you had to have a two year agricultural degree, license and all kinds of things. I was told inspectors come around and check on things. Is this true.

that's a HUGE question. My answer would be: Start working on next year.
Most flower shops and garden centers already have their plants ordered for this year. Start marketing now for next year's sales. Make sure you have all of your infrastructure in place. plants, soil, baskets, a place to grow them, a way to deliver them, a way to invoice and collect your sales revenues.
This is starting a business, correct? Do your homework before you jump in.

Sell them on Craigslist.

Advertise them on craigslist many buyers like me would be glad to have a look at it and if everything looks good u can make dollars.
