I read an interview with Stephen Fry, who is himself apparently regarded as very intelligent, and personally I tend to agree; and in this interview he spoke about his friendship with Prince Charles.
According to this, Prince Charles is a brainbox with an encyclopaedic knowledge of military matters.
I think it'd be all to easy to dismiss him as an eejit, but I suspect he's not. He's certainly goofed up a lot, but I dare say he's tried his best growing up in such a trying family situation.
Most people probably due stupid things not because they're stupid, but because they've unthinkingly followed their feelings.
Don't forgot, he's spearheaded the Princes' Royal Trust, which has given a great chance to many young folk who otherwise might not have made it!
P.S. Believe it or not, I'm actually against royalty - I think it's undemocratic to begin with. Ironically though, I do actually like the people who make up the Queen's immediate family.

I'm not a royal fan - but Prince Charles is alright. He seems to really care about things and want to make a difference, and he's got the balls not to care about what people think.

I suspect that he might actually be bright, but is so oddly arranged in the nog that anything practical is not in realm of him mentality, at least in public!
