If you are sending him like 2,000 emails a day, back off a little. He may be intemidadted.
Try to meat with him face-to-face, that's always better.

do you know him? have you met him? can you go to his house and have access for his computer or does your email server one that you can check to see if it has been read by the party you sent it to or not. then you could tell if he is lying or not. good luck
