First you have to make sure you have spyware protection. Theres a list of free ones here http://www.basicspywaretips.com/spywareremovaltool.html then download firefox and google toolbar they both have popup blocker these can be found at the site too.

You know those little icons on your web browser. Point your cursor on each one of them to find the icon that controls your pop up blocker.

todays software pop-up blockers software is usually standard, however if you are on a web site that gets it money from ads, then your computer will let them through because it a part of that website.
