If a vinyl cutter can cut other materials, are there any other tools that are required for different media? What is the thickest or strongest material that a vinyl cutter can handle? Do you think (or know) it will cut thin mylar or other plastics?

Yes, a vinyl cutter can cut lots of things. The thickness of what you can cut depends on the machine you have. If you don't know call and ask the manufactorer and they can tell you. I'm pretty sure it can cut mylar and other thin plastics. I'd make sure you use a new blade to try it. Also, the thicker it is the more you will go through blades. I hope this helps!
