In America there are 2 types of people. Those who care what others think and those who don't. So what if they laugh at your accent. Tell them to speak your native language and see how they sound.

Find a friend who is not stupid to embarrass you, and talk to him/her before you feel free enough to talk to others. If you live near a university or a college, most of them have cultural association groups and cultural exchange groups where people from other countries and Americans meet and just get to know each other. If there is something like that in your area, it is worth trying it out.
Even when you feel bad, always remember that most of the people who make fun of you cannot speak another language (once you've taken a foreign language, you don't make fun of people with accents), and a lot of them cannot even speak their own language properly.
Go out there and talk- talk to the lady in the grocery store, talk to people who might look friendly, see if there is any second-generation people from your native country who speak both English and your native language and who can help you out.
Good luck with everything.

Tell him to speak it as much as he can. Americans would much rather see someone attempt to speak English rather than just speak something else.

Those people are close minded! Join an international group on campus. They'll be much more open and friendly ;) good luck

If he's here legally, welcome. Sounds like he needs to find one friend who will help him with his language skills and not laugh at him. The rest can go to hell.
