Everytime I go over a bump I hear a rattle in the front passengerside. When I have a passanger in it they can feel it under their feet. I have put new shocks all around. And new ball joints. My friend said he thinks the heat shield is loose. Is this a necessary or can it be removed? My uncle who is a professional welder says the metal is too thin to weld it so I would most likely have to remove it

Probably a loose cat heat shield. If you reweld it it will just break loose again. If it's the cat shield, Ford's official fix is to secure it with a couple of big hose clamps. They're about ten times as strong and durable as the welds were.
Don't remove it. The transmission and anything else near it will cook and things tend to catch on fire.

if it is the heatsheild you will hear it all the time when driving and yes you can remove it. i did on my car.
If the noise is only when you hit bumps it could be the top plates that are worn or cracked.Thats one thing they dont tell you when you change shocks.
