Why don't you go out with him as long as it is not raining right now. Just let him get some fresh air. My middle son is like that he loves to breath in the wind from coming storms. As long as you are not out to long and he is dressed appropriately.

depends how old is he? mine always wants to be outside so he throws a fit when i say no but hes only 20 months and i look at it this way his fit outweighs the cost of drs bills i would get if he catches a cold or anything!!
