Whether you know it or not, you're right. Drought means lack of moisture in the area. The drought can lead to lower lake levels, which can lead to watering restrictions, which can also lead to dying plants/crops. Also to add insult to injury, high winds and humidity levels of less than 15% can lead to wildfires.

Last year, the North Texas region was behind almost 15 inches of rain, which puts my hometown in the exceptionally dry zone.
